Your database is empty. No tables found error Frustrations

I've read the forum and the dev article and followed the steps on this issue yet I still get the error message. I am using php4.2.3, MySQL 3.23.39, on IIS 5.0 win 200 Server. I really need this so I can develop a database for our school curriculum information. Thanks for any help, please.
