In first col (Id Column) I always have STRANGE Characters

All the values you can set are stored in config.php, you should open that file up and copy over what you need to config_custom.php.

What do look like in your database natively e.g. via phpMyAdmin? what language and collation settingsd are you using?

jpeg is enabled by default in config.php

$allowed_file_exts_ar[13] = 'jpeg';
$allowed_file_exts_mime_ar[13] = 'image/jpeg';
