Workflow and/or Rules Engine Recommendations

Does anyone have a suggestion for a workflow and/or rules engine that coordinates rules that could be configured by a customer through DaDaBIK? E.g. if a customer would like certain requests routed to different people based on criteria in a request through a predefined workflow. I am looking for something somewhat robust as it may have to utilize a queuing mechanism.
