I have recently upgraded from 10.3 Pro to 10.3 Enterprise.

How do implement the Helpdesk and Sales apps?

Nevermind.

I just was doing a fresh install for a new app and noticed the opportunity to create Helpdesk and Sales.

Could this opportunity be spun off, though. I might want to 'retro' install these into an already existing (and Form configurationed) app.

Or am I missing where this is already an option?

you would lose all your configurations though, so I don't think it would be useful.
